Setting User Language

Good Afternoon all, quick question. I have installed the Portuguese translations and these work great if you set it as the default language. however how can I set this to an individual while leaving the default language as English? I have set the language settings on the user account to Portuguese but this doesn't change the language? this setting does say "This account's default language for e-mails." so is they another setting somewhere to change a users language? Thanks as always!
