It depends what you would like to do with it?

If it's just an additional attribute for users, then you may create a taxonomy vocabulary and add a field linked to this vocabulary in profiles.

Then if you want to limit interactions of users (inside forums, notification tools), and have administrator users for colleges being able to see only their students, you will have to create additional roles and refine permissions.
