Hi, I have a 1.33 install on ubuntu 16.04 running in open nebula VM, and pages are taking a few seconds to load whilst the browser makes calls to Google Api for Opigno LMS. Is this a web fonts things in the drupal theme? can this module be turned off or is there any way to pull those web fonts into the framework so there is no API call?

Hi,

Yes, it's a Google font that triggers these calls to Google API.

You can of course update the graphical theme not to use this Google font, and to use a font that would be locally hosted on your web server.

This is not a matter of disabling a module, you will have to update the graphical theme or create a subtheme.
