Teacher certification?

Is there a tool or lesson or any other way to allow for individual pass/fail by a teacher? I have a course that consists of a lesson of slides, a lesson of quiz questions, and a final job performance measure (JPM = teacher pass/fail on a specified observable job). To record the results of the JPM, I tried to use the In House Lesson type. In House lessons require all students to be scored at the same time instead of in an ongoing basis. I need a way for individual students to be scored by a teacher. Is there some way to do this that I am missing? Thanks John J.
