For this you have to remove the permission for users to create an account themselves.

Just go to Configuration -> People -> Account settings  and select "Administrators only" for "Who can register accounts?"

You're right, there is indeed an issue, the link still appears when accounts can only be created by administrators.

We will check it.

Create many new accounts

Hi. I have a situation where one of our courses will have a few thousand people joining. What is the most efficient way for these new people to join this course? At the moment, we are manually changing new users' status to Active (these are for courses with very few users)
