is it possible to create a role as course creator?

I try to create couple of courses, and one question is that, it seems that only the administrator can create the course, and the teacher has the role as "student manager", but teacher with this role can not edit / create the course, is it possible to has a new role as course creator, in case the teacher can create the course by himself, then manage the student through the course period of time. Any one has any experience to do it, please share it with me, thanks.
